That depends on what you mean by "on top of" SL 5.1

If you mean do an install (not and upgrade) on a SL 5.1 system without 
reformatting the drive?
Yes and No
Yes - it will actually do that
No - you won't have a working system, or at least not working well.

The easiest ways to update from SL 5.1 to SL 5.2 is by yum.  The instructions 
are here
