It was there when RHEL6 was released, in optional, but then they removed it.
This is what I get on a 32 bit RHEL6 Client install.
# yum list "*openjdk*"

If we look at the changelog of java-1.6.0-openjdk between 1.21 and 1.31
we see many entries dealing with the plugin and bug #639954

Unfortunately, I am not authorized to see what is in that bug. But here

This really irks me.
The java plugin is something that alot of people use.
I don't have an inside connection to RedHat, but in their Summits I
asked around quite a bit and was assured that the openjdk java plugin
would be in the release. I was looking forward to not having to do
anything for the plugin to be in SL6.
*sigh*
If anyone has access to bugzilla #639954, and it isn't a NDA, please let
me know. It might help decide what direction we go with this.
I am leaning towards changing their spec file so that it builds and puts
in the openjdk plugin. But that would meaning changing the spec file
each time there is an update.
