It is in second stage image file (/SL/base/{netstg2,hdstg2,stage2}.img).
This image file is mounted on /mnt/runtime by anaconda loader
before starting anaconda. You can see rescue.py in anaconda
sources or on your system as /usr/lib/anaconda/rescue.py
(if you installed anaconda)
