yes, lvm tools (version 2.02.16) are installed on the LiveCD, see 
livecd64_SL50_gnome_2007-05-25_rpmlist.txt.

Which download site have you used? ftp.scientificlinux.org or a mirror?
You may want to try an other mirror, see the mirror list at the end of 
https://www.scientificlinux.org/download
