If you want to default to the text based startup you can remove the
kernel parameters "rhgb" and "quiet" from the GRUB_CMDLINE_LINUX line
in /etc/default/grub.

Afterwards, rebuild the grub.conf file:

grub2-mkconfig -o /boot/grub2/grub.cfg
