kernel-3.10.0-957.21.3.el7.x86_64.rpm is the security update

Why is this version of the kernel in fastbugs, but 957.21.3 is in the
security updates already?
Am I correct in assuming the updates in 957.21.2 are already in
957.21.3? Or is this a mis-numbering?
