The -ev packages are built as a part of the oVirt CentOS SIG.

You can add the repo to SL7 via:

  -
http://mirror.grid.uchicago.edu/pub/linux/centos/7/extras/x86_64/Packages/centos-release-qemu-ev-1.0-2.el7.noarch.rpm
  -
http://mirror.grid.uchicago.edu/pub/linux/centos/7/extras/x86_64/Packages/centos-release-virt-common-1-1.el7.centos.noarch.rpm

or your closest CentOS mirror.
