He! He! He! I've installed the shutdown diagnostic and on reboot there is no delay on shutdown! Unfortunately, ftrace was not installed, so I couldn't analyse what was not happening. I removed the diagnostic and the shutdown delay returned. So it seems that the more you search for something, the more it goes away. I am out of my depth now, so I'll leave this issue as an exercise for the brave.
