Scientific Linux lists "scl-utils-build" in the @buildsys-build group.  This
causes problems trying to rebuild some EPEL6 rpms because of an
incompatibility between the scl-utils rpm macros and EPEL6's implementation of
a hack to support the %license macro.  RHEL6 does not contain scl-utils-build
in the @buildsys-build group, so I think SL should drop it.
