I boot machines diskless using DHCP/PXELINUX/dracut-network all the time without any special problems. One thing I see you do differently is use "dnsmasq" as your DHCP server. I use the regular dhcpd. That's where you see the first failure - your PXE loader does not get any DHCP reply - maybe dnsmasq is somehow not compatible with your PXE client? Second thing you have different is the initrd image file - it looks like you are booting initrd from the installer. But maybe that that is what you want - just boot the diskless installer.
