The basic C/C++ compiler is gcc, the basic one for systems that Red Hat has been using for years and which is unchanged for Scientific Linux. The Java compiler depends on what you install. OpenJDK i sbuilt in, as is an old gcc based tool called "gcj". IDE, well, it depends on how you define them. "eclipse" is available from the third party EPEL repository.
