Security Updates will continue for 4.0 .  If you want the "bug fixes and 
new enhancements" then you will have to add them either manually by 
picking from the

   41, 42 , 43, 44, 4x repositories depending on which packages you want.

We made the 4x yum.conf so that uses that wanted to always be at the 
latest would just get there (expect for the kernel).  We have always had 
the individual releases independent.
