you are not running xdm. you probably have gdm or lightdm or systemd-dm or whatever.

the xdm startup scripts are pretty well documented and pretty well understood,
but all this new stuff is an undocumented mess, different on every linux. IMO.

one solution could be to run vanilla xdm, then your Xsetup should work.
