One of our uses noticed that the bucket-fill tool was missing from 

inkscape 0.92.2-2.el7

suggests it's a build issue - libpotrace missing from the build system. 

Just installing the libpotrace package does not make the bucket-fill 

tool appear.



Am I asking in the right place, or does the build come from further 

upstream?
