SL 7.3/Yx has setroubleshoot-server-3.2.27.2-3.el7, but cockpit-selinux-131-3
wants >= 3.3.3.
Upstream appears to be at version 135-4 and in that version at least it
appears that the -selinux package is provided by the cockpit-system one, because:
