Sounds like Bill wants something like MenuetOS ( http://menuetos.net/ 
).  Single floppy, GUI, TCP/IP, SMP (up to 32 processors), 
Editor/assembler, USB, hard real-time, preemptive multitasking, media 
players (drives up the amount of storage needed), etc.  Active development.
