You can start any KVM VM at boot time by use of the libvirt-guests service, by putting a link to the xml
file for the vm in /etc/libvirt/qemu/auto

You can choose to shut down rather than suspend the VM at shutdown by changing the settings of libvirt-quests.

Subject: What is the best way to start a KVM VM at boot?

Hi All,

I am finding server articles with DuckDuckGo on how start
a KVM virtual machine at (host) boot, but they are over 5
years old.

Is there a best practice way to do this?

Also, when the host shuts down, I know KVM saves the
machine. Is there a way to send the shutdown command to the
machine instead when someone hits reboot or shutdown?
