Hi
In SL6 /etc/sysconfig/libvirt-guets defaulted to suspend the guests, so I changed it to shutdown guets with:
ON_BOOT=ignore
ON_SHUTDOWN=shutdown
PARALLEL_SHUTDOWN=6
SHUTDOWN_TIMEOUT=90

It looks like SL7 has the same settings, but I haven't tried them yet.
