Congratulations with reinventing the "evil bit" (RFC 3514). (Your "E" == "IP is from China").

It is a common misconception that the bad guys are localized in China and "a few other countries".

In reality, the bad guys are as globalized as anybody else and if you "unplug China",
the same bad guys would show up with IP addresses in Africa, Europe, US, etc. (Take a look at
the going street prices of "blocks of clean IP addresses").
