Are there any objections to the default 'tuned' tuning being set to 
'balanced'?

Upstream has one default for 'Server/ComputeNode' and another for 
'Workstation/Client'.  With our unified tree we are looking at a single 
default.  The 'balanced' profile from the tuned package provides a good 
general purpose behaviour set.  It allows downclocking when the system 
is idle, but leaves the system very responsive under heavy loads.
