I took a slightly different route.  I added a reposdir= directive in 
/etc/yum.conf that points to repo files that define my local mirrors.  
That leaves all the normal repo files in /etc/yum.repos.d intact in case 
I ever have problems with my local mirrors I can comment out that one 
line in yum.conf and still get updates from the external repos.  Don't 
have to edit each repo file.

This also let me use an NFS share to hold my local repo file so all my 
systems use that one file.  If I ever need to exclude a specific package 
from a repo I change that file on NFS and all of my systems see the 
change.  I do have separate directories on that NFS share so can add 
repos to specific systems per user requests for a few things like 
google-chrome, google-earth and Dell repos for Dell hardware.
