The way I see it [as a non-developer] is that the user communities for 
Fedora and RHEL are so different, and the process from getting bleeding 
edge stuff from Fedora into RHEL took so long, that Red Hat felt there 
was a big gap between the two.  CentOS is much closer to RHEL so I 
imagine there being a much more direct correlation from CentOS community 
work to Red Hat making money.
