Say what?
$ more /etc/yum.repos.d/triumfcs-mirror-SL6.repo
...
[triumfcs-mirror-sl]
name=Scientific Linux $releasever - $basearch
baseurl=file:///triumfcs/mirror/SL/$releasever/$basearch/os
enabled=1
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-sl file:///etc/pki/rpm-gpg/RPM-GPG-KEY-sl6 file:///etc/pki/rpm-gpg/RPM-GPG-KEY-cern
cost=100
...
Note the "cost=100" entry makes yum use this local repo instead of the remote stock SL repo.

Yes.
