In my pc under linux Scientific Linux 6.4 I have many ethernet 
interfaces ( managed through Network Manager) eth0 connects to the 
switch, I'm not concerned about that. eth1 used to connect directly to 
another pc. Most of the time I don't use it, and there's nothing plugged 
into it.

The problem is when nothing is plugged into eth1 the ip address 
(192.168.5.1) associated with it is not available, as you can see:

Eth1 plugged:
