You are right libart_lgpl seems to have been removed in the last week.
I know I have pulled in in to my local mirror as recent as Wednesday
of last week.

As far as yum intelligence I've seen it just not update a package with
no error in the case of identical names in two separate repositories
with different signatures and the same version number.
If the two packages have the same signature and metadata in the
headers yum figures it out easily but it they differ yum will get
confused.



That said it becomes a far more serious issue when you use spacewalk
or RHN satellite EPEL imported as a custom channel. the spacewalk
client packages require EPEL.
specifically I ran into this while doing a kickstart and tried to
include RDO grizzly.
