librart_lgpl is listed as deprecated on EPEL's package admin - looking in the repo's the package no longer seem to exist:

Even with a conflict, yum should be smart enough to figure out which is the most recent version in 99% of cases. What kind of breakage are you seeing in your kickstart process?
