Yes, you missed reading the error message:
No section 'init' (prefixed by 'server') found in config
/var/lib/luci/etc/luci.ini
I'm no luci user so can't help you much there. But looks like you need
to get a proper configuration file set up, not just use "touch" and hope
it works ;-)
