Figured it out.
Scientific Linux/RHEL 6.x
Create a file
touch /etc/init/faxgetty.conf
For ttyS1, fill it with
start on runlevel [2345]
stop on runlevel [S016]
respawn
exec /usr/sbin/faxgetty ttyS1
Then do:
initctl start faxgetty
