Hello,


TUV, thus SL, are based on TeXLive 2007, which at that time
was not using tlmgr (yet). It is "monolithic": one big bundle
of package into less than 10 rpm packages. Upgrading without
conflicting with the rpm package manager is almost impossible.

Fedora is in the process of migrating towards a "modular"
approach: one rpm package per CTAN archive. Based on this
almost finished work, I've made a port towards SL 6
(the whole TeXLive 2011 distribution ported, about 1800
 packages...)

If you wish, I can send you the repository configuration.
(those packages will obsoletes those in the SL main distribution)
