Umm, Adrian - are sure about that?

Note /etc/rc.d/rc.local (not /etc/rc.local).

$ systemctl -a | grep rc.local
rc-local.service          loaded active   exited        /etc/rc.d/rc.local Compatibility

Maybe you just need to enable it?
