No, but implies similar issues in other packages.

No, it doesn't seem to be.

pspell_new(): PSPELL couldn't open the dictionary. reason: No word lists can be found for the language "en". in testspell.php on line 9

It looks like php is deprecating pspell now too and wants people to use
enchant instead but shipping a broken module isn't exactly user
friendly.
