It looks like the upstream distribution is in the process of deprecating 
aspell and claims is is only provided as a build requirement for a few 
packages.  This doesn't seem to be correct, at least as far as 
php-pspell requires aspell but since all of the dictionaries have been 
removed it appears to be rendered useless as it doesn't appear to use 
hunspell at all.

Any suggestions?

The bug where I suspect this is being discussed, at least in part, has 
been locked out.
