I don't know if it is normal, but
a lot of rpms present in
http://ftp1.scientificlinux.org/linux/scientific/6rolling/i386/os/Packages/
are not present in DVD ISO image (32bits)

libpcap-devel
libpaper
freeglut
tclx
...
