The cannonical place to look wuld be

The classic text (a book from 2000) is Maximum RPM, available
online at
 	http://www.rpm.org/max-rpm/
- there is/was also a pdf and TeX source availabnle somewhere.

While it is out of date in places this is still what I use
when writing spec files.
