rhn (and it's libraries) are still in the plain SL because the programs 
are useful for other things besides connecting to real RedHat.
The most visible example is connecting to a Spacewalk server.

Occasionally some people get the rhn libraries installed when they 
weren't expecting to (such as "yum install yum\*") but it doesn't do any 
harm.
