Yes, of course -- for writing to 2-layer DVD you must have DVD-writer
which support this ability.

You just need place distribution to NFS, FTP or HTTP server and use one
of boot images for CD, USB or PXE placed at "images" folder of DVD-image
or from scientificlinux.org:
