I already have several yum packages with version 1.1.16-14.el5, eg:

yum-utils is a collection of utilities and examples for the yum package
manager. It includes utilities by different authors that make yum easier

repoquery, repo-rss, reposync, repotrack, verifytree, yum-builddep,

Thus yum isn't going to try to install the new 1.1.16-13.sl5.1
packages :-(
