Synopsis: Low: tzdata enhancement update

This updated package addresses the following change to Daylight Saving
Time (DST) observations:
* Morocco revived DST in 2008 after a 30-year break. The 2008 DST period
was shortened by 27 days and the 2009 DST period was shifted relative to
2008 to switch back to standard time just before Ramadan. In line with
this practice, Morocco's 2010 DST period runs from 2010-05-01 to
2010-08-08 (Ramadan begins 2010-08-11). During DST, Morocco will be on
Western European Standard Time (WEST) or UTC+1. (BZ#584847, BZ#584853,

* after a planned 2009-2010 DST schedule was set aside on 2009-10-07,
Argentina does not currently observe DST, leaving the country on UTC-3.
The San Luis province, however, observes UTC-4 as local Standard Time.
On 2009-10-10, San Luis moved its clocks to local DST, which is UTC-3,
bringing it to the same local time as the rest of Argentina. On
2010-04-08, San Luis officials announced the province would not switch
back to local Standard time. San Luis will be officially on local DST
until otherwise announced and this update reflects this. The practical
consequence, however, is that San Luis remains on the same time as the
