It returns the appropriate path.
$ which chsh
/usr/bin/chsh
$ whereis chsh
chsh: /usr/bin/chsh /usr/share/man/man1/chsh.1.gz
I even tried lchsh with no luck. It is supposed to bypass /etc/shells
$ lchsh username
Password:
Changing shell for username.
Error initializing libuser: not executing with superuser privileges.
