It works for me via xorg.conf only.
Replace:
        Option      "XkbLayout" "us"
by two follow lines:
        Option      "XkbLayout" "us,ru,ua"
        Option      "XkbOptions" "grp:ctrl_shift_toggle,grp_led:scroll"
and restart X server.
