3 Mbytes/sec is likely PIO speed. Means no driver for your SATA
interface in your SL kernel. Been there, with NVidia
chipsets, complained to RHEL, was told to wait, still waiting.

As solution, have been running vanilla Linux kernels, they tend
to have the right drivers, but could be tricky to build correctly
for running SL/RHEL userland.
