After a wild goose chase, I can now answer my own question.  The
secret is that yum groups are defined by an xml file you feed into
"createrepo" when creating a repository:

ftp://ftp.scientificlinux.org/linux/scientific/53/x86_64/repodata/comps.xml

I would have guessed that a RPM file itself would know what group it
belonged to.
