My first impression was that you hadn't provided any evidence that the 
new kernel is the source of the problem.

The fact the problem cleared with rebooting suggests pretty strongly 
it's not.

If you can reproduce the problem, and it's not cleared by restarting 
sshd at the server end, I think you should explore how to run it under 
strace. Read the man page for information. You need to trace network 
activity, but not the traffic itself. For simplicity, I would use
    "-e trace=network"
