Not always[1].  

For a while, in order to use a CD burner one had to use the ide-scsi
module on it so it could be emulated as a SCSI device to satisfy user
code, which mainly meant "cdrecord".  Google's feeling lucky hit for
ide-scsi tells some of the tale.
