Hi,
I haven't seen that error for a while.  It's usually caused because of 
proxy's or external firewalls.  Try using 
http://ftp.scientificlinux.org/ instead of ftp://ftp.scientificlinux.org/

Also, right now both rsync.scientificlinux.org and 
ftp.scientificlinux.org are getting hammered.  That should go down once 
everyone has mirrored us or downloaded the SL 47 stuff.  Can you just 
retry and see if it works.  Well, switch things to http and retry.
