On a system that already has gcc-4.1.2-42, running:

rpm -q --changelog gcc

will show the changelog.  I see many changes from 2005 all the way up
to Mon Apr 14 2008.

If you only have an rpm file (but not installed), do a:

rpm -qp --changelog <gcc package name>
