More repo problems on x86_64

when trying to install openssl-devel our SL5.0 boxes insists on asking 
for an install of 'openssl = 0.9.8b-8.3.2' despite openssl release 
8.3.el5.2 being installed.


Should the openssl rpm have a release number "8.3.2" rather than 
"8.3.el5.2"?
