       After 'yum remove yum-conf' you cannot use yum again so you have
       to do an :

    rpm -Uvh  ftp://ftp.scientificlinux.org/linux/scientific/4x/i386/misc/RPMS/yum-conf-latest.SL.noarch.rpm
