ftp.scientificlinux.org and rsync.scientificlinux.org are both back up 
and appear to be working fine.
The investigation into why the backend died is still happening.  We do 
have redundancy, and everything failed over, but then something went 
wrong.  As I said, they are still investigating what exactly happened.
