You're looking for the kernel.devel packages. One example using yum
search kernel-devel:

kernel-devel.i686                        2.6.18-8.1.4.el5
sl-security     
Matched from:
kernel-devel
Development package for building kernel modules to match the kernel.
This package provides kernel headers and makefiles sufficient to build
modules
against the kernel package.
System Environment/Kernel




Another option is to install git and track Linus' tree directly - always
fun.
